As a new arrival, you should seek the counsel of the outpost's magistrate.
'New arrivals should meet with the magistrate. You can find Magistrate Zebulo at the crest of Jax Phanâl, in the heart of the city. From the stable-master, travel through the north gate and turn right through the central arch. Take the stairs up to the crest of the outpost.'
