The Dead are moulded and remade within the Shrouded Forge of Búrzangh, to serve those in control of Minas Morgul. The dark forges are fuelled by corrupted and forsaken coal that is mined from the Mountains of Shadow. You should destroy this coal in order to halt the efforts of those in the Shrouded Forge.

Búrzangh, the Shrouded Forge, can be found in the Circle of Sorrow in Minas Morgul.
