A bounty notice is pinned to the board, stamped with the royal seal of Gondor:

'Wanted: The Sudden Whelmer
Deep in the Mokál Rukh lurks a particularly dangerous bog-lurker dubbed the Sudden Whelmer. The Conquest of Mordor requests an adventurer to remove it. We have learned that it lurks in the Chaydash, but is a master of stealth. Take heed, as it has already drowned many unsuspecting victims.'

The Sudden Whelmer can be found in the Mokál Rukh, somewhere in the Chaydash River.

You should find and defeat the Sudden Whelmer.
