While searching for leader of the Dead that Gondren mentioned, you have encountered many other grim Oathbreakers in Tarlang's Crown. The fear these cursed Men could strike into the people of Gondor is unknowable, and would break many Gondorian forces before the Corsairs even drew their blades.

If victory is to be won against Azruthor and his forces in Tarlang's Crown, they must be put to rest, even if only for a short while.

The Dead can be found throughout Tarlang's Crown.

You have encountered the Ruthless Dead and should defeat them before they can be wielded against the people of Gondor.
