Warg-packs have moved onto the lake's edge of the Whitshaws, killing the moose that roam there.
'If you plan to hunt any Wargs, make sure to collect their tails, for they make excellent trophies. Tails from larger Wargs are of course preferable.

The Warg-infested area of the Whitshaws can be reached by speaking with Dudoc in Forlaw.
You should travel to the plains of the Whitshaws and defeat Warg-packs there, collecting the tails of larger Wargs as you go.
