While the Free Peoples know the Enemy is on the march, where they are marching to has yet to be discovered.
'There is much work to do. We know that the Enemy has begun to mobilize and march in several different regions of Middle-earth, but we have yet to glean their targets. Without knowing where they are going, we cannot adequately prepare defences and ensure the people will be safe.
'I need you to go out and hunt down anything that may have orders. Orcs, goblins, trolls, uruks, Warg-riders, anything that would be entrusted with plans. It matters not where they are, hunt them in Forochel, Eregion, Bree, Mirkwood, Angmar, anywhere. These orders are important enough that all of the Enemy will have them.
'Once you have collected several of them you will need to find a target list. Bring them all back to any Skirmish Captain. We will decipher the orders, compare then against the target list, then send you off to either prepare the defences or reclaim what they have already taken.'

Return the War Orders and Target List to a Skirmish Captain in any of the Skirmish Camps.
Skirmish camps are at Bree's South Gate, Thorin's Hall, Esteldin, Nimrodel, the Twenty-first Hall, Ost Guruth, Rivendell, Michel Delving, Tinnudir, Suri Kyla, Aughaire and Gwingris.
